Eli S. Feldman
President and Chief Executive Officer
Metropolitan Jewish Health System
Eli S. Feldman is a unique success story. He began his career as an executive assistant more than 40 years ago and rose through the ranks to become president and chief executive officer of Metropolitan Jewish Health System (MJHS). Under his leadership, Metropolitan has expanded to nine business units and nearly 24 programs and services that provide integrated health care to more than 40,000 individuals and their family members in the Greater New York area, including:
- Three skilled nursing facilities;
- Three certified home health care agencies, including one that provides pediatric care;
- Long-term home health care;
- Adult day health care;
- Hospice;
- Palliative care;
- Special Needs Medicare Advantage plan with special coordinated community care services for at-risk individuals (Elderplan);
- Medicaid managed long-term care plan (HomeFirstSM)
- Senior housing;
- A center for development of assistive technology;
Often asked to write about chronic and long-term care issues, Feldman is a frequent speaker at conferences that focus on aging and managed care.
Throughout his career, Feldman also has provided insight and leadership to a number of state and national professional organizations that serve the chronically impaired, frail and elderly. Among the highlights:
- Center for Aging Services Technologies, commission member;
- American Association of Homes and Services for the Aging (AAHSA) Faith-Based Cabinet, co-chair;
- International Association of Homes and Services for the Ageing (IAHSA), board member;
- Alliance for Advancing Nonprofit Health Care, board member;
- Greater New York Hospital Association (GNYHA), vice chair and board member;
- Continuing Care Leadership Coalition (CCLC), chair and executive committee member;
- Healthcare Association of New York State (HANYS), chair;
- GeronTech (The Israel Center for Assistive Technology and Aging), chair;
- Andante Medical Devices Ltd., board member;
- Association for Jewish Aging Services of North America (AJAS), immediate past chair;
- New York Association of Homes and Services for the Aged (NYAHSA), former chair;

Dozens of groups have recognized Feldman for his enormous contributions to the health care sector. Recent honors include the Lawrence E. Larson Award (NYAHSA’s highest honor); Award of Honor (AAHSA); Ruth F. Wilson Award (Home Care Association of New York State, Inc.); Community Leadership Award (Agudah Women of America); and Distinguished Alumnus Award from C.W. Post College of Long Island University.
Mr. Feldman graduated cum laude with a B.S. in business administration from C.W. Post College of Long Island University. He holds an M.B.A. in hospital administration from Wagner College. He also is a fellow with the American College of Healthcare Executives.

Alexander S. Balko, CPA
Senior Vice President and CFO
Metropolitan Jewish Health System
Alexander S. Balko is Senior Vice President and Chief Financial Officer responsible for the participating agencies and programs that make up Metropolitan Jewish Health System.
Mr. Balko's responsibilities include overseeing all phases of the organization's Finance Department and Information Systems Department. He manages annual revenues in excess of five hundred million dollars.
Previously, Mr. Balko was Senior Vice President and Chief Financial Officer of Brookdale University Hospital and Medical Center, which included the hospital, two nursing homes, six clinics and several assisted living facilities.
Before joining Brookdale, Mr. Balko was Executive Vice President for Administration at St. Luke's Roosevelt Hospital Center in Manhattan. He held responsibility for a variety of departments, including finance, management information systems, network operations and managed care, facilities improvement, real estate, human resources and materials management.
Prior to holding that position, Mr. Balko served as Vice President of Finance at Cabrini Medical Center, where he was responsible for all fiscal functions, as well as management information systems and material management.
He is a member of the American College of Healthcare Executives, the Healthcare Financial Management Association, the American Institute of Certified Public Accountants and the New York State Society of Certified Public Accountants.
Mr. Balko holds a B.S. degree in Accounting from Manhattan College, and an M.S. in Health Services from New School for Social Research.

Ronald M. Chaffin
President of Managed Care
Metropolitan Jewish Health System
Ronald M. Chaffin joined MJHS as President of Managed Care in 2008. In this capacity, he sets the course, establishes objectives and drives all activities for both managed care plans: Elderplan and HomeFirst. He also sits on the organization’s executive leadership team.
Chaffin brings to MJHS more than 20 years of health care leadership. He served as a Senior Consultant at Reden and Anders; Executive Vice President of Creenaght, LLC.; Senior Vice President of Coventry Health Care; Vice President of Operations for Health Mark Health Plan, Inc.; President and CEO of Utilization Management System, Inc.; and President and CEO of HMO Nebraska. He also worked as a regional jet pilot for American Airlines.
Throughout his career, Chaffin has been active in a wide range of professional organizations, including Juvenile Diabetes Research Foundation, American Heart Association Heart Walk and the Delaware Health Information Network Board.
Chaffin holds a bachelor’s degree from the University of Nebraska at Omaha and a juris doctor degree from Creighton University of Law.

Susan Cummins Caputo
President, Home and Continuing Care
Metropolitan Jewish Health System
Susan Cummins Caputo is President of Home and Continuing Care for the participating
agencies and programs of MJHS. She oversees
the complete operations and business development of MJHS’ four certified home health agencies (CHHA); long-term home health care program (LTHHCP);
Metropolitan Jewish Hospice; and Metropolitan Jewish Palliative Care.
Ms. Cummins Caputo began her career at MJHS as the Senior Vice President of Business Development
in early 2006, where she was charged with growing MJHS’ four CHHAs.
Previously, Ms. Cummins Caputo was Director of Business Development
for the Visiting Nurse Service of New York (VNSNY). She was responsible for
strategic planning; sales activity for all business units; contract negotiation
and management; as well as acquisition management and strategy.
Before becoming Director of Business Development at VNSNY, Ms. Cummins Caputo was
the Regional Administrator for Home Care Services for VNSNY. Ms. Cummins
Caputo worked as a pediatric oncology nurse for 14 years prior
to entering the home care field.
Ms. Cummins Caputo is a member of Executive Women in Health Care, Inc.,
and the Academy of Pediatric Oncology Nurses. She holds a master of public administration from the New School of Social Research and a bachelor
of science in nursing from Molloy College.

Robert E. Leamer
Senior Vice President and General Counsel
Metropolitan Jewish Health System
Robert E. Leamer is Senior Vice President and General Counsel for MJHS and its participating agencies and programs.
Mr. Leamer's responsibilities include oversight of all legal and compliance efforts of the participating agencies and programs.
Previously, Mr. Leamer was Vice President and General Counsel for United Health Services, Inc. He has also served as Director of the New York State Assembly Speaker's Regional Office, Counsel to the New York State Assembly Health Committee, and Counsel to the Asssembly's Subcommittee on Health Care Financing. Mr. Leamer also had a private law practice, concentrating in health care law and general practice.
Mr. Leamer has held two teaching positions, serving as Adjunct Professor at Binghamton (SUNY) and New School for Social Research Extension Campus. He is a Diplomat of the American College of Healthcare Executives.
Mr. Leamer holds a Juris Doctor from Albany Law School and a Bachelor of Arts from Colgate University.

Elliot M. Brooks
Senior Vice President, Human Resources
Metropolitan Jewish Health System
Elliot M. Brooks is Senior Vice President of Human Resources for MJHS and its participating agencies and programs. He joined MJHS in 2004.
Before joining MJHS, Mr. Brooks was Senior Vice President for Human Resources at Englewood Hospital and Medical Center since 1990. He was responsible for all aspects of human resources, including labor relations (serving as the Chief Negotiator for five RN contract renewals), employee relations, training and development, benefits, wages, and salary administration. He also served as the Vice President of the Board of Trustees for the Urban League for Bergen County.
Before joining Englewood, Mr. Brooks was the Director of Human Resources at Staten Island University Hospital and prior to that was the Senior Personnel Administrator at South Beach Psychiatric Center. He also taught a graduate course at the College of Mount St. Vincent in Riverdale.
Mr. Brooks received his Master's of Business Administration in Health Care Administration from Wagner College and his Bachelor of Science degree in Psychology from Brooklyn College. He is affiliated with several professional organizations, including the Association of Health Care Human Resource Administrators and the American Hospital Association.
Mr. Brooks is married and has two children.
